There are certain rules that regulate the placement of an individual substance into a certain schedule. The commissioner must place a substance in the individual schedule, as per the following rules.
Schedule I: If the commissioner finds that the drug has a high potential for abuse and the drug does not have any accepted medical use or can be used safely under medical supervision, then the drug must be placed in Schedule I.
Schedule II: A drug is placed into Schedule II, if the drug has a high potential for abuse, the drug does not have any accepted medical use in the U.S., and the abuse may lead to severe psychological or physical dependence.
Schedule III: If the commissioner finds that the substance has less potential for abuse than the drugs in Schedules I and II, and the substance has accepted medical use in the US, and the any abuse would lead to only moderate or law physical dependence, but could lead to high psychological dependence.
Schedule IV: A drug is placed in this category if the substance has a lower potential for abuse than Schedule III substances, there is accepted medical treatment in the US, and abuse can lead to a "more limited" pysical or psychological dependence on the substances in Schedule III.
Schedule V: The commissioner can place a drug in this category if the drug has less potential for abuse than those druges in Schedule IV, the drug has an accepted medical use, but it could lead to a more limited dependence than Schedule IV.
